Country French Cavatappi, Sugar Snap Pea and White Bean Salad

A refreshingly different main dish salad, discovered on a 95 degree July day

1 ½  c. dry cavatappi (pasta twists) or other favorite shape, boiled al dente
1 can drained and rinsed white beans
2 c. sugar snap peas, frozen or fresh-if frozen, thawed, if fresh, cleaned and steamed
4 tbsp. fresh chives, minced
2 tbsp. fresh minced, or 2 tsp. dry tarragon
1 1/2 tbsp. minced fresh lemon rind
juice of one lemon
olive oil--equal to lemon juice
fresh, coarsely ground black pepper, to taste
salt, to taste

Combine all ingredients and chill before serving. Nice over a bed of fresh mixed greens or spinach.
